Ingredients
1 cup all-purpose flour
3/4 cup sugar
1/2 cup unsweetened cocoa powder divided
2 teaspoons baking powder
1/4 teaspoon salt
1/2 cup whole milk
1/3 cup butter melted
2 teaspoons vanilla extract
1/4 cup semi-sweet chocolate chips
1 cup brown sugar
1 1/4 cup boiling water
Vanilla ice cream for serving

Instructions

• Preheat oven to 350 degrees.
• Lightly grease a 8-inch baking dish with cooking spray and set aside.
• In a small bowl mix together flour, 3/4 cup sugar, 1/4 cup cocoa powder, baking powder and salt.
• Make a well in the center of the flour mixture and add in milk, butter and vanilla.
• Mix wet ingredients into dry until blended.
• Stir in chocolate chips.
• Spread batter evenly in prepared baking dish.
• In a small bowl mix together brown sugar and remaining cocoa powder.
